Quick answer
What does the CrawlRelay Acceptable Use Policy allow?
CrawlRelay proxies are for lawful work with public data: scraping public pages, collecting AI training data that respects opt-outs, price and stock monitoring, ad and landing-page checks, location tests of your own sites, and research. Fraud, account takeover, spam, bulk account creation, CAPTCHA solving and other circumvention are prohibited. Blocked on every plan: Banking, government and payment-portal sites, plus SMTP (email-sending) ports 25, 465 and 587. Abuse ends in termination without a refund.
1. Scope
This Acceptable Use Policy ("AUP") applies to every CrawlRelay account, every sub-user, and anyone who sends traffic with CrawlRelay credentials or from an allowlisted IP, including your clients, your tools and your AI agents. It covers residential and rotating mobile traffic and the website, client area and API. The service is not available in countries and regions under comprehensive sanctions. These rules are part of our Terms of Service, and the account holder answers for every request made with the account's credentials.
2. Allowed uses
You may use CrawlRelay for lawful purposes that respect the rules of the sites you visit, for example:
- collecting publicly available web data at a rate the site can bear;
- building datasets, including AI training data, while honouring robots.txt and machine-readable opt-outs;
- monitoring prices, stock and delivery terms;
- checking ads, landing pages and search results from a given location at a human pace;
- testing your own websites, apps and APIs from other countries;
- brand protection and market research based on public information;
- AI agents that read public pages on behalf of a user, within these rules.
3. Prohibited uses
You must not use CrawlRelay, directly or through others, to:
- commit or assist fraud, scams or phishing;
- test, use or trade stolen payment cards or credentials (carding, credential stuffing);
- log in to, take over or create accounts you do not own or control, including bulk account creation;
- send spam or unsolicited messages by any channel;
- attack, flood or overload any system (DDoS, vulnerability scanning without permission);
- buy up tickets, limited stock or reservations with bots, or abuse promotions, bonuses or referral schemes;
- get around identity, KYC, SMS or fraud-prevention checks on other services;
- solve CAPTCHAs automatically, or use tools built to defeat bot detection or a site's deliberate blocks;
- fetch content that robots.txt excludes for your crawler, or ignore a site's explicit refusal of automated access;
- collect personal data in breach of the law that applies to it, or collect data behind other people's logins;
- commit ad fraud, such as fake clicks, views or installs;
- distribute malware, run command-and-control traffic, or host illegal content;
- break sanctions, export controls or any law that applies to you or to the target;
- resell access to CrawlRelay without our written agreement.
4. Blocked targets
The gateway refuses, on every plan: Banking, government and payment-portal sites, plus SMTP (email-sending) ports 25, 465 and 587. You must not try to get around these blocks, for example by chaining another proxy, tunnel or VPN through a CrawlRelay exit. Trying again and again to reach a blocked category counts as a violation.
5. Your responsibilities
When you use CrawlRelay, you must:
- follow the laws of your country and of the countries you connect to;
- follow the terms of the sites you visit and their robots.txt rules;
- identify your crawler honestly in its user agent, without using another crawler's name;
- keep request rates reasonable, and slow down when a site answers 429, 503 or a challenge;
- keep your account number and proxy passwords secret, and change any password that leaks;
- make sure your sub-users, clients and agents follow this policy;
- answer CrawlRelay when we ask about traffic on your account.
This policy is not legal advice. Our overview of web scraping law explains the main rules.
6. Enforcement
We may act without notice when we find or receive evidence of a breach. Depending on the case, we may:
- warn you and ask you to stop;
- disable a sub-user or reset a proxy password;
- suspend the account while we investigate;
- terminate the account.
Accounts terminated for abuse are not refunded, including unused balance and unused traffic. Other non-refundable cases are listed in the refund policy.
7. Reporting abuse
Abuse coming from a CrawlRelay IP can be reported to [email protected]. Abuse reports are reviewed by a person, and confirmed abuse leads to suspension. A useful report includes the IP address, the date and time with the time zone, the target host or URL, the type of abuse, log lines or headers that show the traffic, and a way to reach you. The contact page gives more detail.
8. Requests from authorities
We review requests from authorities and respond to valid legal process as the applicable law requires. We can only provide the data we hold, which the Privacy Policy lists. We do not collect identity documents, so we hold none.
9. Changes
We may update this policy. The date at the top of the page shows the current version, and significant changes are recorded in the changelog. Continuing to use CrawlRelay after a change means you accept the updated policy. Operator: ProxyGoat LLC, a Delaware limited liability company (USA).
